In 2007, ICLEI Canada started BARC with a small group of municipalities and a few experts that were concerned about how a changing climate would impact communities. At the time, we had no idea how influential that work would become.

Together we wrestled with new concepts like adaptive capacity, risk tolerance, sensitivity assessment, and maladaptation, to design the first milestone-based planning framework and guide for municipalities to prepare for the impacts of climate change. The BARC Impact Report highlights how BARC has influenced municipalities across Canada in the way they consult their communities, upgrade their infrastructure, manage their operations, and protect their most vulnerable citizens. It also focuses on witness accounts of lessons learned and explores the vision of resilience in the future.
