La pand\u00e9mie de COVID-19, tout particuli\u00e8rement, a d\u00e9montr\u00e9 que les municipalit\u00e9s subissent les cons\u00e9quences associ\u00e9es aux d\u00e9fis, m\u00eame si les paliers sup\u00e9rieurs du gouvernement jouent un r\u00f4le critique dans les interventions d\u2019urgence et la mobilisation des ressources. \u00c0 l\u2019\u00e9chelle mondiale, la pand\u00e9mie a forc\u00e9 les gouvernements locaux \u00e0 s\u2019adapter sur-le-champ, \u00e0 cr\u00e9er des solutions pour r\u00e9pondre \u00e0 des urgences complexes, \u00e0 coordonner les activit\u00e9s avec de multiples paliers de gouvernement et \u00e0 forger de nouvelles relations plus profondes avec les intervenants. Cette exp\u00e9rience a mis en lumi\u00e8re certaines prises de conscience \u00e9mergentes et essentielles concernant la gestion de la complexit\u00e9\u00a0: (1) les syst\u00e8mes classiques de gouvernance municipale (structures de gestion, \u00e9tablissement de budgets, politiques, pratiques, etc.) sont de plus en plus insuffisants pour r\u00e9pondre \u00e0 la complexit\u00e9 croissante des d\u00e9fis \u00e9mergents; (2) les cons\u00e9quences involontaires d\u00e9coulant de cette insuffisance touchent de mani\u00e8re d\u00e9mesur\u00e9e les communaut\u00e9s d\u00e9j\u00e0 marginalis\u00e9es et (3) il est n\u00e9cessaire de passer des interventions au moyen de solutions progressives et \u00e0 plus court terme \u00e0 un changement transformateur. <\/span><\/p>\n [\/et_pb_text][et_pb_text _builder_version=\u00a0\u00bb4.4.0″]<\/p>\n Dirig\u00e9 par\u00a0VERiS<\/a>\u00a0\u00e0 l\u2019Universit\u00e9 Wilfrid Laurier, en partenariat avec ICLEI Canada, le projet Toward Equity & Accessibility in Municipal Climate Action<\/em> (Vers l\u2019\u00e9quit\u00e9 et l\u2019accessibilit\u00e9 dans l\u2019action climatique municipale) vise \u00e0 permettre aux municipalit\u00e9s de surmonter les barri\u00e8res syst\u00e9miques qui entravent l\u2019\u00e9quitabilit\u00e9 et l\u2019accessibilit\u00e9 de l\u2019action climatique. On reconna\u00eet que les questions d\u2019in\u00e9galit\u00e9 et d\u2019accessibilit\u00e9 ne peuvent pas \u00eatre r\u00e9gl\u00e9es uniquement par un processus de planification et de mise en \u0153uvre de l\u2019action climatique. En appuyant l\u2019adoption et la mise en \u0153uvre de m\u00e9thodes et d\u2019outils de gestion syst\u00e9mique, le programme aidera les municipalit\u00e9s \u00e0 devenir plus adapt\u00e9es, efficaces, \u00e9quitables et r\u00e9silientes. Cet exercice a par la suite permis d\u2019\u00e9tablir les \u00e9nonc\u00e9s d\u2019impacts. Ceux-ci ont servi de base pour les discussions que la Ville a tenues sur la vuln\u00e9rabilit\u00e9 et les risques.<\/p>\n Les principaux enjeux d\u2019adaptation couverts dans le rapport sont\u00a0: les glissements de terrains, les incendies de for\u00eat, l\u2019exposition des quartiers patrimoniaux et de la station d\u2019\u00e9puration des eaux aux inondations et des infrastructures en eaux \u00e0 adapter aux nouveaux r\u00e9gimes hydriques.<\/p>\n Le Plan climat de la Ville de Gatineau sera adopt\u00e9 par le Conseil municipal d\u2019ici la fin 2021. Par exemple, un groupe est actuellement en train de pr\u00e9parer une \u00e9valuation des vuln\u00e9rabilit\u00e9s aux changements climatiques au niveau local, tandis qu\u2019un autre cerne maintenant des mesures et des solutions pr\u00e9cises en mati\u00e8re d\u2019adaptation qui seront int\u00e9gr\u00e9es dans un plan d\u2019adaptation local aux changements climatiques. Peu importe \u00e0 quelle \u00e9tape se trouvent les collectivit\u00e9s dans leur processus d\u2019adaptation, nous constatons d\u00e9j\u00e0 les bienfaits du travail accompli en groupe en ce qui concerne la possibilit\u00e9 d\u2019\u00e9changer des id\u00e9es, de surmonter des obstacles et d\u2019avoir le soutien d\u2019un autre groupe! <\/span><\/p>\n Par la m\u00eame occasion, nous sommes emball\u00e9s par le lancement d\u2019une suite de ressources. changing at an accelerating rate and the complexity of the challenges municipalities face is dramatically increasing.\u00a0The COVID-19 pandemic, in particular, has demonstrated that while higher levels of government play a critical role in disaster response and resource mobilization, municipalities bear the brunt of the challenges. Globally, the pandemic forced local governments to adapt on the spot, create solutions to complex emergencies, coordinate with multiple levels of government, and forge new and deeper relationships with stakeholders. This experience has heightened some emerging and critical realizations about managing for complexity: (1) conventional municipal governance systems (management structures, budgeting, policies, practices, etc.) are increasingly insufficient for the growing complexity of the challenges emerging; (2) the unintended consequences resulting from this inadequacy disproportionately affect already marginalized communities; and (3) there is a need to move from responding with incremental and shorter-term solutions toward transformative change.<\/p> [\/et_pb_text][et_pb_text _builder_version=\"4.4.0\"]<\/p> Led by\u00a0VERiS<\/a>\u00a0at Wilfrid Laurier University in partnership with ICLEI Canada, the Toward Equity & Accessibility in Municipal Climate Action project is focused on enabling municipalities to overcome systemic barriers that limit the equitability and accessibility of climate action. It is recognized that issues of inequity and accessibility cannot be resolved inside of a climate action planning and implementation process alone; nor can a complex, systemic issue like climate change be effectively addressed within a planning process that occurs on the periphery, separate of core strategy and performance management.<\/p> [\/et_pb_text][et_pb_text _builder_version=\"4.4.0\" custom_margin=\"32px|||||\" custom_padding=\"||16px|11px||\"]<\/p> Leveraging a rich pool of expertise, resources, and funding, a motivated peer group of municipalities will participate in an organizational development program designed to enable senior leadership teams to transform strategic management practices. By supporting the adoption and operationalization of systemic management methods and tools, the program helps municipalities become more adaptive, efficient, equitable, and resilient.\u00a0 component of the municipality\u2019s Climate Plan, which also includes a GHG mitigation component.<\/p> [\/et_pb_text][\/et_pb_column][et_pb_column type=\"1_2\" _builder_version=\"3.25\" municipal departments in 2019 allowed to assess the severity of the consequences of 28 future climate hazards (or group of hazards) and their probability of occurrence by 2050. This exercise subsequently led to the development of impact statements. These served as a foundation for the discussions the City has had on risks and vulnerabilities.<\/p> The main adaptation issues covered by the report are landslides, wildfires, exposure of heritage neighbourhoods, along with the vulnerability of the water treatment plant to flooding and the need for water infrastructure to be adapted to new precipitation patterns.<\/p> The Climate Plan will be adopted by the City Council by the end of 2021. For example, one cohort is currently in the process of preparing for a local climate vulnerability assessment while another is identifying specific adaptation actions and solutions that will be integrated into a local climate adaptation plan. No matter what stage of the adaptation process the communities are working through, we are already seeing the benefits of working in cohorts in terms of ideas exchange, overcoming obstacles, and also having a group of shoulders to lean on!<\/p> At the same time, we are very excited to be presenting a suite of new and existing resources.
