Une ann\u00e9e peut faire une grande diff\u00e9rence ! Depuis qu’ICLEI Canada a produit son premier rapport d\u2019impact BARC en 2018, nous avons constat\u00e9 une croissance \u00e9norme dans le domaine de l’adaptation et du renforcement de la r\u00e9silience. La pr\u00e9paration des collectivit\u00e9s aux changements climatiques n’est plus une activit\u00e9 de niche r\u00e9serv\u00e9e aux climatologues, aux d\u00e9cideurs politiques et aux planificateurs municipaux. Au contraire, c’est devenu une d\u00e9marche courante, impliquant des citoyens et des professionnels de toutes les disciplines et de tous les types de collectivit\u00e9. Il y a consensus dans la communaut\u00e9 scientifique internationale sur le fait que nous avons eu 11 ans pour agir avant que les changements climatiques n’entra\u00eenent des dommages irr\u00e9versibles, et nous sommes heureux de constater que les collectivit\u00e9s canadiennes r\u00e9pondent \u00e0 l’appel comme jamais auparavant.<\/p>\n

M\u00eame si nous reconnaissons ces progr\u00e8s comme des \u00e9tapes importantes et n\u00e9cessaires, nous ne pouvons pas nous reposer sur nos lauriers. En se complimentant d\u2019avoir reconnu un probl\u00e8me, nous n\u2019augmentons pas notre capacit\u00e9 d\u2019adaptation, et nous ne r\u00e9duisons pas nos risques. Nous atteindrons ces deux buts avec une mise en \u0153uvre d\u00e9termin\u00e9e, une am\u00e9lioration et un r\u00e9ajustement de nos plans et strat\u00e9gies d\u2019adaptation et de r\u00e9silience. En octobre 2019, nous d\u00e9battrons de certains de ces nouveaux d\u00e9fis avec des experts et des praticiens lors du \u00abLivable Cities Forum\u00a02019\u00bb qui portera sur le th\u00e8me \u00abB\u00e2tir de meilleures collectivit\u00e9s \u00e0 travers la r\u00e9silience\u00bb.<\/p>\n

Alors qu\u2019ICLEI r\u00e9fl\u00e9chit au travail pass\u00e9 et futur de BARC, nous savons qu\u2019un engagement ferme \u00e0 la mise en \u0153uvre est l\u2019objectif ultime qui nous guidera pour les ann\u00e9es \u00e0 venir.<\/p>\n

Le BARC est un cadre d\u2019adaptation aux changements climatiques \u00e9prouv\u00e9 pour l\u2019action locale. \u00c9labor\u00e9 par ICLEI Canada avec et pour les collectivit\u00e9s canadiennes, il propose une m\u00e9thodologie claire et flexible en cinq jalons pour b\u00e2tir des collectivit\u00e9s adaptables et r\u00e9silientes dans un climat en mutation. Reconnu comme le programme d\u2019adaptation de r\u00e9f\u00e9rence au Canada, le BARC favorise la r\u00e9silience climatique depuis la planification initiale jusqu\u2019\u00e0 la mise en \u0153uvre et au suivi. Et surtout, le BARC s\u2019adapte au contexte des collectivit\u00e9s, qu\u2019elles en soient \u00e0 leurs d\u00e9buts, qu\u2019elles rencontrent des difficult\u00e9s \u00e0 mettre en \u0153uvre leur plan ou qu\u2019elles soient pr\u00eates \u00e0 mettre \u00e0 jour un plan existant. Building Adaptive and Resilient Communities Impact Report #2<\/h1>

What a difference a year can make! Since ICLEI Canada produced its first 2018 BARC Impact Report<\/a> we have seen tremendous growth in the field of adaptation and resilience building. Preparing our communities for a changing climate is no longer a niche activity reserved for climate scientists, policy makers and municipal planners. It has become mainstream, engaging citizens and professionals from all disciplines and in all types of communities.<\/p>

Consensus among leading scientists from around the world is that we have 11 years to act before irreversible damage from climate change will occur, and we are happy to report that Canadian communities are taking up the call like never before. While recognizing these advancements as important and necessary milestones, we cannot become complacent. Patting ourselves on the back for recognizing a problem does not build our adaptive capacity or reduce our risk. However, steadfast implementation, refinement and course correction of our adaptation and resilience plans and strategies will.<\/p>

As ICLEI reflects on the work of BARC and we set our sights to the future, we know that a steadfast commitment to implementation is the beacon that will guide us through the years ahead.<\/p>
