Ce ph\u00e9nom\u00e8ne est particuli\u00e8rement marqu\u00e9 pour les municipalit\u00e9s, qui poss\u00e8dent et exploitent 60 % des infrastructures publiques du Canada, disposent de capacit\u00e9s et de sources de revenus limit\u00e9es pour faire face aux effets du climat et sont confront\u00e9es \u00e0 une facture sal\u00e9e pour l\u2019adaptation de leurs infrastructures. Compte tenu de l\u2019acc\u00e9l\u00e9ration des changements climatiques et des pertes de plusieurs milliards de dollars r\u00e9cemment subies par des collectivit\u00e9s dans tout le Canada, il est n\u00e9cessaire d\u2019adopter une approche \u00e0 l\u2019\u00e9chelle de l\u2019ensemble de la soci\u00e9t\u00e9. Gr\u00e2ce \u00e0 un mod\u00e8le de financement dans lequel les investisseurs priv\u00e9s collaborent avec tous les ordres de gouvernement, les municipalit\u00e9s peuvent r\u00e9aliser \u00e0 grande \u00e9chelle et rapidement la construction d\u2019infrastructures r\u00e9silientes n\u00e9cessaires pour r\u00e9sister aux effets du climat et pour se r\u00e9tablir. Dans le cadre du FRIP, les municipalit\u00e9s participantes ont identifi\u00e9 une s\u00e9rie de projets d\u2019infrastructures r\u00e9silientes susceptibles de mobiliser des investisseurs priv\u00e9s. L\u2019une des principales composantes du FRIP consistait \u00e0 mettre en relation les praticiens municipaux avec des experts financiers des secteurs priv\u00e9 et public. Dans le cadre de ce projet, ICLEI Canada et Co-operators ont cherch\u00e9 \u00e0 comprendre les obstacles au financement de projets d\u2019infrastructures r\u00e9silientes tout en changeant la perspective sur le r\u00f4le que les capitaux priv\u00e9s peuvent jouer dans le renforcement de la r\u00e9silience des collectivit\u00e9s. Ce territoire est couvert par les trait\u00e9s de paix et d\u2019amiti\u00e9 que les Wolastoqiyik, Peskotomuhkatiyik (Passamaquoddys) et Mihkomak (Mi&rsquo;kmaqs) ont sign\u00e9s pour la premi\u00e8re fois avec la Couronne britannique en 1725. This challenge is particularly acute for municipalities which own and operate 60 percent of Canada\u2019s public infrastructure, have limited capacity and revenue sources to address climate impacts, and are facing a large price tag for infrastructure adaptation. Given the accelerating changes in our climate and the multi-billion-dollar loss events recently experienced in communities across Canada, a whole-of-society approach is needed. Through a financing model where private investors work alongside all orders of government, municipalities can achieve the scale and speed of the resilient infrastructure construction required to withstand and recover from climate impacts. Through FRIP, participating municipalities identified a suite of possible resilient infrastructure projects that private investors could help realize. A core component of FRIP was to connect municipal practitioners with financial experts from both the private and public sectors.
