The Guidebook on Quantifying Greenhouse Gas Reductions at the Project Level explains how to quantify energy savings and GHG emission reductions from municipal energy efficiency and climate change projects. It includes a review of municipal GHG emission inventories and detailed guidance on project level emission and energy quantification for several relevant sectors. The guidebook also offers advice on common challenges municipal staff encounter when quantifying energy savings and emission reductions from projects. The resource was researched and written by ICLEI Canada, and produced by the ICLEI and FCM PCP partnership.
